Job Description

MAIN DUTIES AND RESPONSIBILITIES

1. Working with Heads of Service, Ops Management and Service/Home Managers, provide support to optimise statutory income by acting as a lead on fee negotiations with Local Authorities

2. Provide support with all statutory compliance matters related to social care practice, such as safeguarding and support planning

3. Act as a resource for colleagues undertaking work to align provision with assessed needs, ensuring that Norwood balances contractual obligations with the pursuit of financial sustainability

4. To manage the admissions function, such that Norwood has the most thorough understanding of needs and funding commensurate to them, in order to provide sufficient and sustainable support

5. Manage Norwood's occupancy rates and maximise income by filling voids without delay, and with people who are well-matched to the home and have sufficiently-funded care

6. To manage Social Work/Nursing functions in London and feed into the function in Berkshire, such that people we support have access to health and social care expertise to improve their wellbeing, and support the production of an evidence base for reviews of need

7. To manage Welfare Benefits and Advocacy functions, such that people supported in Norwood are able to have their voices heard and develop self and peer-advocacy outputs in order to receive the best possible outcomes, as well as improving their financial wellbeing through maximising access to benefit income

8. To work with other functions within Norwood tasked with maximising income, including statutory and trust fundraising colleagues, ensuring that all funds raised are additional to statutory funding and do not replace it

GENERAL

9. To maintain standard of dress that is appropriate to role and in accordance with the organisation's dress policy

10. To maintain confidentiality at all times and to ensure respect for, proper observance of and adherence to Norwood's data protection and confidentiality policy

11. To attend regular supervision sessions with line manager, regular team meetings and undertake relevant training as and when required

12. To take all reasonable care of the health and safety of her/himself and of other persons who may be affected by her/his acts or omissions. As regards to any duty or requirement imposed upon the organisation by or under any of the relevant statutory provisions, to co-operate with the organisation as far as it necessary to enable that duty or requirement to be performed or complied with

13. To report to the Health and Safety Manager either serious risks or your concerns over safety issues

14. To work collaboratively with volunteers to ensure that their contribution enhances quality of service provision and support across the organisation

15. To work at any other Norwood location, as and when required

16. To undertake any other duties which are consistent with the post

Experience

Essential

Experience and proven ability at Senior Social Worker/Team Leader level working with people with Learning Disabilities.

Experience of managing or working with brokerage functions within a Local Authority.

Significant experience of the commissioning relationship and understanding of the challenges faced by commissioners.

Experience of developing, maintaining and leveraging good relationships with parents and family members of people with learning disabilities.

Desirable

Experience of work in the voluntary sector.

Proven experience delivering against at least one of the following areas:.

Communication and engagement (with service users).

Behaviour support.

Social Welfare.

Advocacy.

Lived or worked experience gained within the Jewish community.

 

Qualifications

Essential

Degree in Social Work or equivalent.

Evidence of continual professional development.

Willingness to apply for and complete a recognised post-qualifying award within agreed timescales if not already held.

Desirable

Masters Degree in Social Work (post qualifying level).

Advanced Award in Social Work (AASW).

or.

Post Qualifying Award in Social Work.

or.

NVQ Level 4 in Management.

 

Knowledge & Skills

Essential

Proven knowledge of relevant current legislation and standards relating to social care .

High level of competence in IT.

Ability to manage own time and workload to meet organisational objectives.

High level of literacy and numeracy, including the ability to manipulate complex financial information.

Knowledge of statutory and provider responsibilities, particularly related to areas such as safeguarding and funding.

Ability to negotiate effectively and with authority on behalf of the organisation and individuals wishing to receive support.

The ability to provide culturally appropriate support that balances social care outcomes with individual wishes.

Desirable

Skilled in application of impact analysis and quality assurance approaches.

 

Personal

Essential

Ability to work as part of a wider team whilst retaining objectivity .

Ability to work effectively with key professionals both internal and external to the organisation.

Mobile with access to a vehicle during working hours.

Willing to challenge and offer balanced reasoning.
